The Delhi Police Vigilance Unit has taken a major step by registering an FIR against senior IPS officer Shankar Choudhary. This case involves serious charges of kidnapping, illegal detention, and extortion. It is the first time in Delhi that such criminal charges have been filed against a serving IPS officer. The officer is currently posted in Mizoram but the incident relates to his time in Delhi.

What are the allegations against the IPS officer?
According to the FIR filed on February 5, 2026, the incident took place in November 2023. Shankar Choudhary allegedly conducted a raid in the Dabri-Bindapur area without any official warrant or information to the local police. During this unauthorized action, a Nigerian national named Harrison was picked up.
The report states that the victim was kept illegally at Mizoram House in Vasant Vihar for three days. The matter came to light when the victim’s wife filed a police complaint, alleging that her husband had been kidnapped and a ransom of 35 lakh rupees was demanded for his release. The officer allegedly took the money and demanded an additional 20 lakh rupees.
What did the police investigation reveal?
A vigilance inquiry ordered by the Union Home Ministry found strong evidence against the officer. CCTV footage showed Choudhary at the victim’s house for about two hours, where he was seen removing a locker and two bags personally. These items were never recorded in any official police memo.
The investigation also found that there was no entry of the victim’s stay at Mizoram House in the official records. Three police constables have also been named in the report for assisting in this illegal act. The case has been registered under sections for wrongful confinement and criminal breach of trust.
