The shelter is being developed at the rear portion of the Old Veterinary Hospital in Moti Bagh. NDMC has already invited tenders for the necessary repairs, facade development, and courtyard renovation. Once the contract is awarded, the construction is expected to be completed within a timeline of three months.
What are the key features of the facility?
This shelter is designed to be a modern care center for animals. It will be the first of its kind to include an on-site operation theater (OT) and a sterilization center. The facility will have distinct zones to ensure safety and proper care.

- Aggressive Dogs: 300 separate kennels dedicated to rabid or aggressive dogs.
- Safety: Fencing will be 20 feet high to prevent dogs from jumping out.

Why is this project important?
The construction follows Supreme Court orders from August 2025, which mandated the removal of stray dogs from sensitive public institutions such as schools, hospitals, and stadiums. While normal stray dogs are typically released after sterilization, dogs removed from these specific locations or those displaying aggressive behavior will be permanently housed and cared for in this shelter.
What is the current status?
As of late January 2026, officials are reviewing technical bids for the tender. A small temporary facility is currently operating at the site for 30 dogs. The NDMC is also in the process of deciding whether to manage the facility internally or outsource the operations to a specialized NGO.
